No. Most diesels do not have a throttle butterfly, the object that creates vacuum on a gas engine. RPM is directly governed by the injector pump. If the throttle arm on the pump is returning to the idle position, then the problem is internal and injector pumps must be rebuilt by professionals in a white room.

    not like a petrol.
the motor speed in a diesel is via diesel, in a petrol air.
a leak as in vacuum dose little.
a tired diesel can rev high, with lack of compression.
as some diesels do not have a screw to reduce the idol speed.
other wise the trottle cable mabe old and starting to stick and be jamming a bit.

Diesel engines compress air to a very high temp and then shoot diesel fuel via injector to ignite the mixture. Diesels do not produce vacuum as in a gas engine. As was stated above, injection pumps (the heart of the system)or linkage is hanging up somewhere.

it depends on the engine not all diesel engines speeds or throttle is controled by the injector pump or how much fuel it gets some old diesel eingines are controled by a butterfly like a gas engine is and its also carbreted or throttle body but im not sure if they get much of a vacume if its a ford then it needs to be replaced by a chevy all smart people know ford sucks and chevy is the best
