He is barring over the engine to expel any moisture which may condensed in the cylinders while stnading. Large diesels collect a lot water when shut down. The cocks on top of the engine allow the water out. You can see the engineer close each? one at start position.
@wstcw Rotating fly wheel to a start position. Because it is started by compressed air the cylinders must? be in very specific place for it to work (most likely answer).
@wstcw just a guess, pumping the oil into the passages so? the engine doesnt start dry.
