We did something like that in my Auto Service and Repair class (Auto mechanic basically). We had to cut out a piece of metal with a hacksaw, cut specific rods and type and dye the entire thing to make basically a block with 12 holes in it, all different sizes and threads, using a hacksaw, files, tap and dies, and the drill press for the holes.
