Which of these are within the power of national and state governments?

coin money, post speed limits, borrow money, outlaw use of drugs, put down rebellions, make laws on marriage, declare war, censor books, determine school age, train the militia, decide on voting age, establish grounds for devorce, and establish banks. some of these are within the power of both governments, so when listing, please include on both lists. thanks!

   In the US, the authority is the US Constitution. The tenth amendment makes the federal government a government of enumerated powers – it can do what the Constitution lists and all other powers are reserved to the states. If you read the Constitution (it can be read in an hour) you will be amazed at how widely it is disregarded.
